Rob Slattery
Chief Executive Officer

Rob Slattery is the CEO of State of Franklin Healthcare Associates, a physician-owned and led medical group. Previously with Allons!Health, LLC, a healthcare advisory and solutions company, Rob focused on delivering an exceptional experience to the patient and ultimately to the community. Rob has been an advocate for physician-led and organized health care delivery systems, where alignment and transparency are optimized to achieve unparalleled performance. Rob holds a Bachelor of Science degree in business and organizational systems development from California State University at Northridge. He also obtained a master’s degree in business administration (MBA) from Pepperdine University in Malibu California. Outside of work, Rob enjoys spending time with his wife and sons.

Dan Bragg, CPA, CMPE
Chief Administrative Officer

Dan Bragg is the Chief Administrative Officer for State of Franklin Healthcare Associates. He is a lifelong resident of Johnson City and has worked in healthcare administration locally for almost 20 years. Dan is responsible for all operational areas of the organization, including clinical locations, Physician Recruitment, and Business Development. Dan is a Certified Public Accountant, graduating from East Tennessee State University with a Bachelor of Business Administration in 1994. He was recognized as a Certified Medical Practice Executive by the American College of Medical Practice Executives in 2013.

Amanda Clear, MHA
Chief Operating Officer

Amanda Clear is the Chief Operating Officer for State of Franklin Healthcare Associates. She has over 25 years of healthcare experience locally. She began her career with State of Franklin Healthcare Associates in 2003 as Director of Business Services. In this role, she was in charge of revenue cycle management and payer contracting. As Chief of Payer Relations and Value Contracting, Amanda continued her responsibility for payer contracting and assumed accountability for strategic development and administrative support of team-based care of patients with the Quality Improvement Team. Amanda holds a Bachelor of Business Administration from Milligan College, and a Master of Healthcare Administration degree from Walden University. She is also a Certified Professional Coder. Amanda is a member of the American College of Healthcare Executives and the American Academy of Professional Coders.

Roger Wilson
Chief Financial Officer

Roger Wilson is the Chief Financial Officer for State of Franklin Healthcare Associates. He is originally from Western North Carolina and has worked in healthcare finance for the past 15 years. He began his career in healthcare with Appalachian Regional Healthcare System in Boone, North Carolina shortly after graduating from Appalachian State University with a Bachelor of Science in Business Administration. Roger started with State of Franklin Healthcare in 2011 as a Financial Analyst and was promoted to Assistant Controller where he served for approximately four years before assuming the position of Chief Financial Officer.

David Moulton, MD
Chief Medical Officer

Certified by the American Board of Internal Medicine, Dr. Moulton joined the Johnson City Internal Medicine team in 1995. After receiving his Bachelor of Science from Ohio State University, he later went on to obtain his Doctor of Medicine from the University Of Cincinnati School Of Medicine.

Dr. Moulton has held numerous faculty positions throughout his tenure including Clinical Associate Professor at East Tennessee State University. He is a member of the American College of Physicians and the Tennessee Medical Association among others.
