Rob Slattery
Chief Executive Officer

Rob Slattery is a visionary healthcare executive and a leading figure in driving transformative strategies within the healthcare sector. As the author of The Quintus AIM, he stands out as a future-ready strategist, healthcare ESOP champion, and results-oriented CEO at SOFHA, known for his patient-first approach.

Rob has been instrumental in developing new business verticals, ensuring organizations are well-positioned for future challenges. His unwavering focus on enhancing consumer experiences and community well-being underscores his commitment to excellence. Rob promotes physician-led systems prioritizing a patient-first care model.

Rob holds a Bachelor of Science degree in Business and Organizational Systems Development from California State University, Northridge, and a Master of Business Administration (MBA) from Pepperdine University in Malibu, California. He is a long-time member of the American College of Healthcare Executives (ACHE).


Amanda Clear, MHA
Chief Operating Officer

Amanda Clear is the Chief Operating Officer for State of Franklin Healthcare Associates.  She has over 25 years of healthcare experience.  She began her career with State of Franklin Healthcare Associates in 2003 as Director of Business Services.  In this role, she was responsible for payer contracting and revenue cycle management.  As Chief Operating Officer, Amanda continues her responsibility for payer contracting and has assumed accountability for operations management and optimizing operational performance.

Amanda holds a Bachelor of Business Administration degree from Milligan College and a Master of Healthcare Administration degree from Walden University.  She is also a Certified Professional Coder and is a member of the American Academy of Professional Coders.


David Moulton, MD
Chief Medical Officer and Director of Clinical Excellence Team

Dr. Moulton is a practicing internal medicine physician with over 30 years of outpatient care. He is one of five physicians who collaborated to unite Med-Center OB-GYN, Johnson City Internal Medicine, and Johnson City PEDS, to start SOFHA. Dr. Moulton also served as Chairman of The Board of Governors for SOFHA. He has been active clinically and administratively, blending these disciplines to create and develop SOFHA’s Clinical Excellence Team (C.E.T.).

C.E.T. serves our providers and patients to improve patient experience and quality of care. Innovations include integrating clinical Pharmacists and social workers into active patient visits. Under Dr. Moulton’s direction, C.E.T. has developed a home visit team of NP/PA providers for disadvantaged patients who otherwise would need ambulance transfers to our clinic. SOFHA has become a Regional, State and National leader due to the collaboration of C.E.T. and our excellent primary care.


Roger Wilson
Chief Financial Officer

Roger Wilson is the Chief Financial Officer for State of Franklin Healthcare Associates. He is originally from Western North Carolina and has worked in healthcare finance for the past 15 years. He began his career in healthcare with Appalachian Regional Healthcare System in Boone, North Carolina shortly after graduating from Appalachian State University with a Bachelor of Science in Business Administration. Roger started with State of Franklin Healthcare in 2011 as a Financial Analyst and was promoted to Assistant Controller where he served for approximately four years before assuming the position of Chief Financial Officer.


Dan Bragg, CPA, CMPE
Chief Administrative Officer

Dan Bragg is the Chief Administrative Officer of SOFHA. Dan is responsible for Revenue Cycle, Business Development, Project Management, Government Relations, Safety and Security. In addition, he is the administrative lead for the SOFHA Employee Stock Ownership Plan (ESOP) which was effective January 1, 2024.

Before joining SOFHA, Dan spent seven years with East Tennessee Brain & Spine Center and held roles with ETSU Physicians and other local health systems. Dan graduated from East Tennessee State University with a Bachelor of Business Administration. He became a Certified Public Accountant and was recognized as a Certified Medical Practice Executive by the American College of Medical Practice Executives.


Wesley Combs
Chief Information Officer

Wesley Combs serves as the Chief Information Officer (CIO) at SOFHA. With a rich career spanning over 25 years, Wesley has been at the forefront of Information Technology (IT) leadership in healthcare. He held leadership roles at NextGen Healthcare in the Clinical Solutions department where he positioned NextGen Healthcare as the industry’s first Electronic Health Record (EHR) company to deploy ambient AI technology on mobile devices, seamlessly integrated with the EHR platform. Wesley also led a prominent IT company that specializes in population health services across nine states.

Throughout his career, Wesley has been honored with several prestigious awards for his contributions to the IT field. He holds an Executive MBA with a focus on healthcare leadership from the University of Tennessee and a bachelor’s degree in computer and information sciences with a specialization in Information Technology from East Tennessee University.
