Executive Leadership Amanda Clear, MHA Chief Executive Officer Amanda Clear is the Chief Executive Officer for State of Franklin Healthcare Associates. She has over 25 years of healthcare experience. She began her career with State of Franklin Healthcare Associates in 2003 as Director of Business Services. In this role, she was responsible for payer contracting and revenue cycle management. As Chief Operating Officer, Amanda continued her responsibility for payer contracting and has assumed accountability for operations management and optimizing operational performance. Amanda holds a Bachelor of Business Administration degree from Milligan College and a Master of Healthcare Administration degree from Walden University. She is also a Certified Professional Coder and is a member of the American Academy of Professional Coders. Sherri Hutchins Interim Chief Operating Officer Sherri Hutchins serves as Interim Chief Operating Officer for State of Franklin Healthcare Associates . She brings more than 30 years of healthcare leadership experience, with expertise in physician practice operations, service-line development, and organizational leadership. Sherri began her career with SOFHA in 1996 as Practice Administrator for the OB/GYN Division where she played a key role in building high-performing clinical teams and strengthened operational excellence in the delivery of women’s healthcare across the region. Her early leadership helped establish a strong foundation for growth, quality, and patient-centered care. In 2020, she was promoted to Director of Women’s and Children’s Services, expanding her leadership scope to include strategic oversight of services to women, infants, and families throughout the community. In this role, she was instrumental in advancing care coordination, operational alignment, and team development across multiple care settings. As Interim COO, Sherri is responsible for day-to-day operations of the organization, working closely with physician leadership to support SOFHA’s mission, ensure operational stability, and guide the organization’s operations through periods of healthcare changes. She is widely respected for her collaborative leadership style, integrity, and her commitment to building trust, transparency, and accountability among physicians, staff, patients, and our community partners. Sherri holds a Bachelor of Business Administration degree from East Tennessee State University and is committed to mentoring future healthcare leaders while preserving SOFHA’s values as a physician-led, independent, and community-focused organization. Grover May, MD, FACOG President Dr. May graduated from ETSU James H. Quillen College of Medicine and completed OB/GYN specialty training at the University of Tennessee while serving at Baroness Erlanger Hospital in Chattanooga, TN. He received OB/GYN Board certification in 1998. Dr. May provides care from adolescence to geriatrics and specializes in performing minimally invasive surgical procedures by promoting the role of advanced laparoscopic techniques and expanding the traditional laparoscopic skills to include the provision of da Vinci robotic surgery and single-port techniques, pelvic support procedures, and Essure sterilization and HTA (Hydrothermal Ablation). Randy Hoover, MD Vice President A graduate of the James H. Quillen College of Medicine at East Tennessee State University, Dr. Hoover came to Johnson City Internal Medicine in 2003. The Alliance, Ohio, native earned his Bachelor of Science in Biology and Humanities before pursuing medical school. He completed his residency at Dartmouth Hitchcock Medical Center in New Hampshire for Internal Medicine. Christopher Ledes, MD Chairman of the Board Dr. Ledes is a native of Memphis. He received his undergraduate degree from the University of Tennessee, Knoxville, and his medical degree from James H. Quillen College of Medicine in Johnson City. He completed his pediatric residency at the University of Kentucky in June of 1998. He is board-certified by the American Board of Pediatrics and is a member of the American Academy of Pediatrics. He is also a member of the Tennessee Medical Association and the Tri-County Medical Association. He has been practicing pediatrics in Johnson City since 1998. Dr. Ledes is married and has three children. He is an Assistant Professor of Pediatrics at Quillen College of Medicine at East Tennessee State University. Dr. Ledes has served as chairman of the Department of Pediatrics at Johnson City Medical Center Hospital. Thomas Gill, MD Medical Director of Professional Services Hailing from Houston, Texas, Dr. Gill holds over 30 years of healthcare experience. After graduating from Rice University in Houston, he attended medical school and completed his residency at Baylor College of Medicine. Upon completion, he practiced in Houston before relocating to East Tennessee when he joined the FirstChoice Pediatrics family in 1993. Dr. Gill is board-certified by the American Board of Pediatrics. Dr. Gill and his wife have been married for over 40 years. They have three sons, three daughters-in-law and five grandchildren. Dr. Gill was named the Washington County Conservation Farmer of the Year in 2023. He is a member of Crossroads Christian Church and enjoys exercise, outdoor activities and reading.
